This is my Tunis game from patch 1.18-1.19, EU4 had some big and small overhauls recently, from the geo-political map to AI behaviors. Gladly I still can convert the save games from different patches. According to the description of the Sons of Carthage achievement, Tunis will need to own and have cores on Sicily, Sardinia, the Balearic Islands, the coast of Algiers and the southern coast of Spain.

In the starting of the game, Tunis already has 4/18 of the provinces. The rest belongs to Tlemcen, Genoa, Granada and Castile. Depending on the opening diplomatic options, Tlemcen sometimes rivals or ally with Morocco. Either way, it should be the second target of expansion, right after the Tunisian Minors at the Sahara. And not try to pick on Aragon before and during the Renaissance because Tunis will need Aragon’s Sicily to transfer the institution overboard. Also, it navy is quite strong.
PS: I am playing with Art of Wars, Res Publica, Wealth of Nations, Common Sense, Conquest of Paradise and El Dorado DLC, so I may have different functions than your games. As we all know, playing with different DLC or in different patches makes the gaming experiences like a totally different game. Anyway, here’s my Son of Carthage achievement run.
The first thing I will need to deal with are the Tunisian minors and Tlemcen. The Tunisian minors are easy target and Tlemcen has two provinces needed for the achievement. The minors usually rival each other, conquering them one by one shouldn’t be hard. First, Mzab. It is a Ibardi and Tunis need more pious to convert its Ibardi provinces anyway.

Only expand to with provinces with claims, because of the Berber tradition
Also, Djerid just wanted to be part of Tunis

Here’s comes the Renaissance, I will rely on Aragon for this
Tlemcen always has less manpower than Tunis and Morocco, and since it has no ally, let’s take some of the provinces that I have claim on!
Tlemcen is being slow at tech too

Only remembered to take a screenshot in the end… I can say I am done with these minors because Fezzan won’t do anything to me.
Since Mzab has claim of it, I will just sell it to save admin points. But surprisingly it can be sold for 32!
After dealing with the Tunisian minors, while still in peace with Tlemcen, and I have mad manpower and money, why not get some benefit from Morocco!?
Two years later, I can’t get into Moroccan forts but the Moroccan army got defeat badly
I wouldn’t say I won because I didn’t get any land, but Morocco definitely got into some debt
A few years later, while I am still in peace with Tlemcen, but the peace treaty with Morocco is over already. And Morocco just fought against the Iberians… why not exploit this advantage?
